    Regional integration has long been regarded as an important mechanism for promoting economic development and expanding opportunities for trade and investment. Baldwin (1993) argues that regional integration can generate cumulative economic benefits by encouraging firms to reorganise production activities and investment decisions in response to larger and more integrated markets. As barriers to economic interaction decline, firms may be able to achieve greater efficiency through specialisation and economies of scale.
